ECA, ETL, GWP… Understanding the Abbreviations

When it comes to green products and the Enhanced Capital Scheme, the large number of abbreviations can leave you feeling dazed and confused. So what are the key terms you need to be familiar with?

ECA – Enhanced Capital Allowance

The government administered scheme under which businesses who pay income or corporation tax can claim 100% first-year capital allowance on a product provided it’s on the ETL at the time of purchase.

 

ETL – Energy Technology List

A government-managed list of energy-efficient plant and machinery which is part of the Enhanced Capital Allowance (ECA) tax scheme for businesses. For a product to be on the ETL, it must meet specific energy-saving or energy-efficient criteria. Products are reviewed annually by the Department of Energy and Climate Change (DECC), who work closely with the Carbon Trust which has responsibility for managing the list. The list is comprised of the following two elements:

 

ETCL – Energy Technology Criteria List

Specifications for the energy-saving performance criteria that ECA qualifying equipment must meet.

 

ETPL – Energy Technology Product List

A register of products that have been assessed as being compliant with ETCL criteria.

 

DECC – Department of Energy & Climate Change
A ministerial department established in 2008 which works to make sure the UK has secure, clean, affordable energy supplies and promote international action to mitigate climate change.

 

GWP – Global Warming Potential

A relative measure of how much heat a greenhouse gas traps in the atmosphere. It compares the amount of heat trapped by a certain mass of the gas in question to the amount of heat trapped by a similar mass of carbon dioxide.

 

ODP – Ozone Depletion Potential

The ozone depletion potential (ODP) of a chemical compound is the relative amount of degradation to the ozone layer it can cause. Many modern refrigerants such as R600a (isobutane) /3 are ODP neutral, whilst others are significantly lower than earlier refrigerants which are now banned.

 

What exactly is the Enhanced Capital Allowance?

“Enhanced Capital Allowances (ECAs) are a straightforward way for a business to improve its cash flow through accelerated tax relief. The ECA Scheme for Energy Saving Technologies encourages businesses to invest in energy-saving plant or machinery specified on the Energy Technology List (ETL) which is managed by the Carbon Trust on behalf of Government.

The ECA scheme allows businesses to write off the whole cost of the equipment against taxable profits in the year of purchase. This can provide a cash flow boost and an incentive to invest in energy-saving equipment which normally carries a price premium when compared to less efficient alternatives.The ETL specifies the energy-saving technologies that are included in the ECA scheme.

So if your business pays corporation or income tax at 20%, every £10,000 spent on qualifying equipment would reduce its tax bill in the year of purchase by £2,000. In contrast, for every £10,000 spent, the generally available capital allowance for spending on plant and machinery would reduce your business’s tax bill in the year of purchase by £360. In other words, an ECA can provide a cash flow boost of £1,640 for every £10,000 it spends in the year of purchase.”

How do I qualify for the ECA scheme?

To qualify for the ECA scheme when purchasing refrigeration or air conditioning equipment, all you need to do is ensure that the equipment you wish to buy is on the Energy Technology List. By featuring on the list, the equipment has been certified as meeting specific energy-saving performance criteria.

Once you’ve made an ECA qualifying purchase, you simply claim back the relevant saving through your business’s annual tax return, where there is a section to record expenditure on energy saving equipment.

In addition to the equipment itself, ECA can also be claimed on transportation to the site and installation of the qualifying equipment.
